As citizens' interactions with all levels of government increasingly move online, people turn to libraries for free, non-judgmental assistance to successfully navigate public services. This strategy sets out how dynamic collaboration between government and libraries will enable citizens to exercise their rights and responsibilities in an online environment, and fully engage in participatory democracy.
